I managed to stumble upon both pieces of the blade, but never actually got the quest to go look for them. Tarquin never showed up at Stonegarden; he's back at the Lady Vengeance, giving me some generic dialogue.
Am I out of luck? I tried putting the artifact together myself, but alas, the only thing I managed to accomplish is confirm my suspicion that potatoes aren't the appropriate material to reforge an ancient artifact.

before you head off to the next place (nameless isle or whatever) you talk to tarquin by the life boat. he basically takes your 2 pieces and says ill research in how to fix it.

Tried talking to him but he only acts as a vendor, completely ignoring the 2 pieces in my inventory.
Bummer.

if you went to new area already, he completely forgets about it.. so it has to be done while still being in the same map. This is what happened to me.. so i loaded my previously saved file (just before leaving onto new island) and tried it. works like a charm.
