If i attack with a poison wand, i'll poison my enemy ( no magic armor)

If i attack with a poison staff, i won't poison my enemy.

Is it intended or not ?

This severly gimps staves, whose are already gimped since battlemages uber suck

An answer you most likely never get, except perhaps through a patch. Larian might read all, but they hardly ever answer.
