I'm not sure if it's a tactician mode AI only mechanic but, whenever I have shackles of pain active on an enemy mob, or deflective barrier on and that character in my party is the only friendly character available to attack for enemy mobs, they act extremely dumb and passive, they do not attack my character at all and pass their turn. I understand that if they hit me, they'll damage the shackled target, or their projectile will reflect back to them, but them skipping their turn for me to do whatever is really game breaking. Not sure if this should be changed or not, but I've just solo'd big encounters with my tank character because i've had those buffs on and the enemy mobs have just passed their turn because they dont want to take reflect damage.

Seems like they tend to do that, it's actually a "smart" behavior but perhaps Larian didn't consider the behavior in a solo scenario. Against a larger party, they'll just go for another target.

Often the AI is kind of too smart. Tanks are pretty useless, glass cannons will always get focused and undeads will always get healed. Even 'stupid' enemies like zombies are acting 'smart', which makes it kind of immersion breaking?

The enemy may not target you when you use shackles of pain, but you can throw yourself at them and hit yourself and them at the same time with aoe for double damage. Or you can do stuff like running on fire to damage them etc.

One thing we do in our party is if you are undead and link to an opponent, you can regenerate them if they are undead or decay touch and regenerate them, and then someone else regenerate you (if you are undead) aswell. That way the enemy gets double regeneration damage.
