The displayed aoe of the spell is pretty big but the actual aoe is tiny and can't really hit more than 1 enemy.

The enemy has to be standing in blood for it to work.

Yes, I believe it functions like electrifying a liquid. Target blood on the ground and it should affect all enemies standing in blood that is part of the same pool as the target point.
