A Familiar Face asks me to escort Delorus the Wimp to "regroup with his friends" at Tir-Cendelius. A valuable reward awaits success, but the guy has 32 armor and 383 hit points. I paid for half-a-dozen resurrection scrolls before I learned I should have stashed him on the boat until I got to his destination. When I got him there, the quest is failed: "Delorus is dead" it says. Well, he's standing right beside me, real as any other NPC in the game. Surely you don't mean to deprive me of the reward I spent so much on?

It's because coding quests to react properly for NPC's who have been killed and resurrected would be horribly torturous and end up still being extremely buggy. So only PC's can be resurrected, it's not a thing for NPC's.

Delorus really should be level 16, there's no reason why he should be level 9 here except to make this quest a trap. By that I mean, this quest is intended to be failed unless you specifically clear out all obstacles and enemies.

It's pretty pointless that he's level 9 because most people will just do the exact same thing I did: Encounter him, have him get killed in the first battle because he's hopelessly weak, then reload and completely ignore encountering him until you clear the path, after which there is no challenge to it.

I don't think you do, otherwise why would he mention paying for a half-dozen resurrect scrolls.

As far as I know, NPCs can't be ressurected, but Delorus can during this mission?

yes he can be resurrected since he can be temporarily recruited. Although, if he dies, the quest will close.
