Is it do-able to create a reactive shot that melee characters could use? Either as a shout with a radius or setting a defined area like the actual reactive shot?

its kind of already implemented, dont know the name now but some melee chars (like wolfs) have this auto attack feature if a char runs aside the char even if its not his turn he will attack. If you want to make a skill you could use this and expand it.

I was under the impression that this was essentially the opportunist trait, and different from reactive shot, which only activates when a target walks past, not into a zone. Even then I'm not sure how(or if?) you can activate a talent ability with in a skill.
