Is there a reason behind the arbitrary level 36 cap, or would it be possible to make this a data.txt configurable value?

Between Monster Scaling and possible additional content to the main story, this value has potential to cause issues with levels wrapping around.

Beyond that, some internal counters started overflowing. It was originally 50, but had to be reduced.

Thievery has an issue with level caps, too. I forgot the max value but eventually the "gold value" value overflows, and at -1gp, you can't pickpocket anything. That value should be capped. No reason for that value to reach the range limit of a long int.
