I'd be careful though, as far as I'm aware enabling GM dependency on a story mode addon may result in things like the crime system breaking or characters being unable to move. I believe Larian said they were working on a solution to this? (hopefully next patch).
You could probably just comment out or delete the line "ShutdownCrimeSystem();" in the "__GMStart" script in the story editor to keep the crime system working. Just right-click on the gmstart script and click 'copy to my mod' then you can modify the file.
