No, Quite common, but not a real problem.
Chexk your mods Tab ingame, if none are ticked you've found the common cause.
If the mods list file gets corrupted, which it easily can, as it gets rewrittebn with every mod change, then game disables all mods as a precaution.
You just need to tick the ones you want, again.
