I'm running with 3 mods (tidy skillbars, ice incarnates, fort joy respec). I'm in Act 2 and Tarquin is just gone (not on ship or at either gate in graveyard).
I have validated game files through steam, reloaded multiple times and attempted to turn off mods.
Game will not load if I turn mods off.
Is there a way for me to fix this?
