The stats data (which contains the skills data) is saved in the Public folder rather than in the Mods folder. If you wish to get a copy of your mod you can distribute that contains needed files and subdirectories, you can use the
publish functionality.
You don't need to publish it (neither locally nor on steam) to test it though. Did you try running the game afterwards, enabling your mod (was it visible in the mods selection menu?) and seeing whether your changes worked?
You are right the editor could be more intuitive. A lot of progress was made since DOS1, but there's still a long way to go.
