Could someone give me an idea as to how I reduce certain spell cooldowns? (without it helping enemies)
Like Fast Casting Mages by Reveurr but I want to also speed up a couple Necro skills to put them in line with the other altered schools.

I'm pretty lost. Unpacking the above mod didn't help (I can probably make his faster/slower but no idea how to tweak ones he hasn't touched) and Google hasn't been much help for what I assume is a 5min job.

You don't have to unpack anything. Have a look at https://docs.larian.game/Part_2:_creating_a_skill_from_existing to see how you can modify properties of existing skills. Just keep the same name as the original skill to override it in your mod.

I have no idea what to do with the information you provided. I followed it and after changing the spell and saving the addon I have a new folder in /Mods containing a file called meta.lsx. That's it.

I think I'm gonna have to find somebody to actually do it for me:
Mosquito Swarm's cooldown to 2, Raining Blood, Shackles of Pain, Black Shroud, and Blood Storm down to 4, and Bone Widow's duration to 7.

This whole thing is clear as mud.

The stats data (which contains the skills data) is saved in the Public folder rather than in the Mods folder. If you wish to get a copy of your mod you can distribute that contains needed files and subdirectories, you can use the publish functionality.

You don't need to publish it (neither locally nor on steam) to test it though. Did you try running the game afterwards, enabling your mod (was it visible in the mods selection menu?) and seeing whether your changes worked?

You are right the editor could be more intuitive. A lot of progress was made since DOS1, but there's still a long way to go.
