i have completed the council of seven gathering and everyone is dead except from kroxy, all my quests i did not finish are gone, is this a good or bad thing...?

That depends on whether or not you wanted to complete those quests. The trip to the wastelands is one way, so you will have to reload a previous save to be able to finish earlier quests.

okay, well i just got to the wastelands, i am level 62, the only quest i had left was to help that dude find his friend shrimpo, was that important?

There were some grave stones in the north east of the graveyard you could read. Doing so in an order that the first letter of each name spelt out S-H-R-I-M-P-O would have caused Shrimpo to appear, and after a brief conversation you could have killed him. It wasn't important.

Possibly a glitch with an experience bomb?

nope, you know those guards that come up and ask if you stole money from the farmlands, i got 3200000 experience for saying no, and when this guard came up and wanted to fight me i killed him and got the same experience, made me grow like 10 levels...
