In Fort joy I did the usual thievery trick of sneaking behind the vendor and steal his stuff and dropping them on the ground. When they approach me they cannot find the stolen items in my inventory and I'm off free.
But when I got to Sanctuary of Amadia and try to steal and drop the stolen goods on the ground every vendor will say that I'm caught so I have to bribe them to avoid a fight. I tried to drop all the previous stolen items from other vendors too but I didnt help.
Is there any item/action that will automatically make the vendors think I'm a thief?
Never really got the hang of that. My observation is that later in the game they get provoked if you are equipped with stolen goods regardless if it's theirs or not.
Anyways, if you port the entire party to a waypoint you will avoid all of this. Cheap and...cheesy.

SPOILER (highlight the rest of the post to see it) You can just unchain the thief and after your stealing use waypoint feature and teleport this character in another place Too late :P
If I'm not mistaken, you are busted if you own any kind of stolen stuff, even if you did steal it in Fort Joy for example. It one of those psychic things, like every Magister knows you escaped even though nobody saw you escaping.
