The first time in arena, I couldn't kill anything. So I left. The 2nd time, I killed them all but Nebora won't remove my collar. So...how can I now remove it?

It's a bit later in Act 1, and not in the fort. Keep playing, you won't miss it.

Nebora only removes one collar at most, and only from the 'one'.

Also magister will put you in prison if they catch you without.
