So i am picking up a lot of scrolls while playing DD2. I wonder, is the effectivenes of scrolls also influenced by intelligence, like spells? So should only my magic user cast those scrolls? Or does it not matter who in my party is casting those scrolls?

If I remember correctly they are not affected by anything (except the increased reach trait).

Yes, they are affected by Intelligence and Combat Abilities, just like spells that you have learned.
Damage of an offensive spell scroll is affected by both Intelligence and rank in corresponding school (Aero, Hydro, etc). On the other hand, amount of Magic Armor restored by Armor of Frost is only affected by Hydrosophist rank, just like the standard spell. Physical Armor restored by Fortify is only affected by Geomancer rank.
An easy way to check it is to select different characters then hover the cursor over a scroll. You will see the difference reflected in the tooltip.

Hmm, playing this on PS4, so can't hover over the scroll :O Thats sad though, because i was hoping i could be a bit more flexible by letting my archers/fighters cast a scroll from time to time in battle. I mean i still can, but as you say, it won't be as effective.

I don't know what the equivalence of "hovering cursor over something" is on the PS4, but there's gotta be a way to get the tooltip to pop up, no? Then you will see the calculated values in it based on which character you're currently selecting.
It's fairly easy to stack scrolls on all party members. If everyone can use a magic scroll as effective as everyone else, that'd be on the broken side. I suspect you wouldn't really like that either, cause it removes a bit of depth from the combat.
Besides, there are already a bunch of spells that are worth stacking on everyone, like Armor of Frost, Fortify, Peace of Mind, Haste, Rain, and especially Teleport and Charm. Armor of Frost and Fortify instantly remove some annoying status effects like Stun, Bleeding, Decaying, even if you don't get much armor from them. The other have useful status effects and serve as utilities, for the purpose of crowd-controlling and handling many undesirable complications in combat; you don't need to care about magnitude scaling in their case.

Ok, just found out. Just need to press triangle to open the info box for the item. When i toggle on the info for a blitz bolt scroll, i can see the air damage it will do.
On my mage, aerotheurge 2, intelligence 11 it says: 57-63 air damage On my roge, aerotheurge 0, intelligence 5 it says: 54-60 air damage
The bonus from the mage seems quite disappointing to me.

The bonus from the mage seems quite disappointing to me. XD You've just barely started. It'll get better. When your INT can go to something like 60+ and your skill rank can go to 14+, a difference of a few points won't matter much. Here's an example of mine: Red Prince with 0 Aerothurge 5 INT: Electric Discharge does 253-279 dmg Lohse with 12 Aerothurge 58 INT: Electric Discharge does 1832-2026 dmg PS: Everything also scales with your level. Your level right now is too low for any real difference to show.

Hold on, if you're playing the 1st game, Divinity Original Sin Enhanced Edition, then it's different. Magnitudes of spells in the 1st game are quite static, in general. Intelligence just decreases cooldown and AP cost to cast spells, IIRC. And rank in different magic schools just increases how many spells you can have. Everything I stated is for the 2nd game, Divinity Original Sin 2.
So yes, in the 1st DOS, everyone can in fact use a scroll as effectively as everyone else.
