Everything I'm reading and tested is no, you can't have blended local and online multiplayer. Also, when playing local co-op, the 2nd player isn't using their own account but actually just controlling a character from Player 1's game.
This is a huge disappointment and strays from the marketing and promise of Droo-in and Drop-out multiplayer.
