Sir Lora is DLC, released tomorrow. Because Larian did a surprise launch a day early, Sir Lora is not activated yet. You might need to start a new game tomorrow to get him. He's on the Fort Joy beach near the start.

No, I ordered a physical copy for the PS4 through Amazon. There were absolutely no inserts in the game and it specifically said Sir Lora was pre-order DOC.

Amazon should have emailed you the promo code. Check your spam folder, perhaps?
