I am trying to craft an apportation skillbook. I can easily create apportation scrolls, but these scrolls will not combine with high-tier blank skillbooks, which are the only blank skillbooks that vendors are selling (I am level 16). As far as I know, there is no method to create blank skill books, and there is no vendor that sells this particular skillbook. Is there any work-around for this?

The air spells vendor should be selling Apportation after level 16.

But I really have to ask. WHY do you want to learn Apportation? It is literally the single most completely useless skill in the entire game. It has absolutely zero combat application whatsoever and almost zero non-combat application too.

Going off of what he said low level Aero vendors should be selling apportion. Though If I were you I wouldn't get it as Teleportation has the same effect but can also teleport party members, but hey if you want go get it.
