The GTX 1050 ti officially currently doesn't fit the bill. It's several tiers less powerful a card than the former enthusiast GTX 780 listed as minimum. https://www.tomshardware.com/reviews/gpu-hierarchy,4388.html
Generally, so far the specs are pretty much onpar with comparably demanding games such as Flight Simulator 2020 or Horizon Zero Dawn. What they will look like upon release, nobody knows. Larian has been arguing that optimizing is still an ongoing process. If you look around YouTube, some are still testing both of those games on a GTX 1050 ti.
If the GTX 1050 ti won't be enough, maybe a successor card will. There are going to be new graphics cards on the market late this year and early next year. Some of them may draw little power whilst still being decent for current games, as energy efficiency so far has always been on the up with each generation, usually. At some point there will be cards much more powerful than the GTX 1050 ti whilst drawing just the same power.
