Imp Commoners in Imp Village have the trade button enabled, but it doesn't open the trade window.

Yes, this is correct - has been from the start like this - but you can trade with named imps - not the commoners. If you remember Act 1, the spectators were no traders either.

In the English version 1.32, I could actually trade with the spectators (from the archery range). I remember it clearly because one of them had a very nice red charm and I was surprised to find it on a no-name random guy.

You're correct - sorry, mixed this up with the guards in the drill grounds - the ones near the dummy. Some had no speech options. But as for the imp commoners => has really been like in all versions. And is the same for the humans in the Temple Area of Act 3.
Similarity between imps/humans => you had the speech option to either kill or not => so, no trading?

On a similar note the very first rat one encounters, had an active trade icon too. "Wassup little mate, wanna some cheese in exchange for helping me against the guards ?"
