I was able to try and cast eldritch blast, and I was able to move, and hit attack, but nothing would happen except for moving. Eventually I ended my turn, and my character went back to where she was; though she was facing a different direction.
Oh; it's not lethargic. My group just became unable to do half of their actions. They try to cast it, nothing happens, and then their action point is refunded. Some actions work, some don't.
