There were several isntances where enemies were plotting for a significant amount of time (20-40 sec) and ended up passing the turn without any action, despite they clearly had several options. However, the fight with the skeletons raised from the coffins in the apothecary's cellar in the blighted village is by far the worst example for this issue. After the skeletons have raised every other skeleton from the coffins they did not perform any action, only plotted for ~20-30 seconds then passed their turn. Every single one of them during the entire fight. They did not even attempt a single attack in the fight.
