The conversation in the owlbear cave apparently only triggers if you approach through the tunnel leading directly from the entrance to the nest. If you make a detour and visit the shrine of Selûne first, then walk to the nest from that direction, the cub immediately enters combat and naturally the mother follows. Not sure if it's intended that way?
