So, in D&D 5E, Create Water is a 1st-level spell. And that makes sense. For exploration-centric games, it can be absolutely vital, and clerics sometimes have to make a choice between spending all their spell slots on healing or making sure the party's not going to suffer fatigue from a lack of water.
Running out of potable water in the wilderness isn't a concern in this game, though. But Firebolt leaving patches of flame everywhere definitely is. A 1st-level cleric can use their spell slots to heal, to buff their party, or... to put out a small patch of flame. It's absolutely not worth the cost.
That being the case, I propose altering the tabletop rules and making Create Water a cantrip, as it was in D&D 3.5. If wizards and sorcerers can create pools of fire at will, clerics and druids should be able to put those fires out just as often.
