An int of 8 is indeed quite stupid. A stat of 10 is considered avarage. And if you are more stupid then a commoner who might not even be literate thats saying something...
I would LOVE to have a dumbness system like that have in the game The Outer Worlds. A hero so uninteligent that everything they say is hilarious! "What do you mean the store is closed?!? That window is wide open!"
Really none of the PCs should have Intelligence lower than 10 or even 11. There's a bit of min-maxing going on with no concern how that would really affect a character. A Rogue shouldn't have an Intelligence of 9 as 90 IQ is probably insufficient to disarm complex traps for instance.

I thought the phb says 8 is average human intelligence. So 10 would be higher then average if so.
I do agree as a whole, I would like to do some crazy builds with stats below 8 though.
