4th Level dwarf fighter yet still only have one attack per turn with my weapon? I go up against other fighters (Githyanki?) with less hit points (so I assume similar level or lower) and it looks like they're whipping out 3 attacks per turn each?
Is this normal?

You can check the level of the enemy by hovering over them in battle and checking the top of the screen. It may be likely that they are using feats or buffs that are allowing them more attacks per turn. IIRC you can't make more than 1 attack, normally, without a BAB (Base attack bonus) of 5 or more.

5e doesn't use BAB. Classes that have the extra attack ability get a second attack at level 5. That would be fighters, paladins, rangers, barbarians, monks, and warlocks using the thirsting blade invocation. Bards in the college of valor get extra attack at level 6. Anyone can dual wield using light weapons, using a bonus action to make an offhand attack, but I haven't tested how that works in the game. Fighters get a 3rd attack at level 11, and fourth attack at level 20. Monks have a specialized version of dual wielding using unarmed strikes called martial arts, but it requires using a bonus action to make the unarmed attack. Some feats can grant extra attacks, such as polearm master which allows you to make an attack with the butt of a polearm style weapon using a bonus action.

I've noticed enemies buffing for extra attacks but I haven't found anything that lets me do that apart from off hand attack and lae'zel's extra attack buff.

Dual wielding allows for off hand attacks using a bonus action, but only smaller weapons (shortsword or smaller) allow dual wielding. Fighters get Action Surge at lvl 2, which allows for an extra action oncer per short or long rest. Barbarians may get Frenzy, which allows them an extra attack as a bonus action when they are under the effects of Rage (can be used up to 3 times per long rest at lv 3). Colossus Slayer and Horde Breaker both give a ranger extra attacks/ sources of damage.

Fighters have Action Surge, for extra attacks, before level 5.

I've noticed enemies buffing for extra attacks but I haven't found anything that lets me do that apart from off hand attack and lae'zel's extra attack buff. Action surge will let you, as well as a haste potion or anything that gives you haste. Since drinking a potion is a bonus action you can drink the potion get the extra attack. Then next round you'll get 2 attack actions, use a bonus to pop your action surge as a bonus, and you'll get three. Careful though when you potion wears off you'll get lethargic.

One thing about dual-wielding is that there is a feat that allows you to dual-wield non-light weapons.
It showed up for my rogue at one point, but didn't take it.
