So I don't know if this is similar or not, but I just had an interaction with Counselor Yeva in Waymeet where my dialogue options would not appear and she monologued through the entire conversation and then it abruptly ended. Also, if you save Regan and relieve him of the Zent 'baubles' chest, when you find their hideout beneath the warehouse in Waymeet, Zaya( I think that's her name) won't speak to you (I reloaded from multiple points and tried various approaches, none of which resulted in any variances from this), and instead she accuses you of sneaking up on her and combat initiatives. Or, if you make it to Regan bound in the chair, you get negative influence points floating above everyone's head and combat initiates.
I have encountered multiple bugs in the Zent hideout. That whole area seems very unfinished
