I'm personally getting a little frustrated during combat when the enemies can plink away at me with ease from their lofty perch but I have to run around the entire map to find a way to climb up to get them. Given that height already imposes disadvantage I think it's a bit excessive to completely restrict the actions due to the opponent being in a region considered "too high". For instance in the blighted village there are 4 goblins on the roof tops. I was not able to cast my spells at them due to them being "too high". This seems unbalanced as they were within line of sight and within my spell range.

I'll also note that I've attempted to take cover within the buildings but apparently they can shoot through the roof (bug).

It makes me abit crazy as well. A range limit I can understand and is totally reasonable. But to high? Wtf?

I saw it only on Sacred Flame (Divine cantrip).

The cantrip ignores all cover, so the height thing is clearly a bug.

Bigger bug : that cantrip ignores all walls ! Enemies do not react if they cannot see you. You can cheese to death, but that would be boring.
