The UI for your inventory is not properly displaying the weight changes when you swap items between characters. Your character will still get the encumbered debuff, but the bar at the bottom won't show the correct current weight.
I was doing some inventory management and noticed some of the items were having weird behaviors and updated weights. Sometimes collapsing a stack of items would cause an update, sometimes there was no update. The most significant I noticed with reproducibility is when you have a bag open in an inventory then start moving items to the bag from a different companions' inventory. The bag will gain weight, but the UI display at the bottom will not. Once you move the bag out of the inventory and back the ui updates, but not until then.
