The option to move Hex should always be available, not just when your target is killed. I put Hex on the wrong target during the tutorial. The level 8 leader. so when the new imps came up I couldn't move hex over to them.

I would also add Hunter's Mark as well. At one point my ranger failed a wisdom saving throw, was charmed against the party and ended up Hunter's Marking poor Gale. I ether had to let him go down, use another spell slot to recast Hunter's Mark or camp for the day.

Being able to re-apply it before the enemy dies means you could just do bonus damage to any enemy you want.

Hex and Hunter Mark cannot be target swapped before the target is died as of 5e rules. That said, beign able to do so shouldnt be game breaking (ie: allowing to place the mark/hex to prevent spell end on combat end) since already the game lets you keep the spell going until rest
