Spoilers if you haven't explored Act 1 fully!
This cutscene takes place after defeating the Redcap if you've revealed that he is a mere fey rather than a god to the Kuo-toa. Once the kuo-toa have embraced you as their god, they will ask you what your first command is.
Strangely, the game is behaving as though I am a multiplayer companion merely watching the cutscene, even though I have only played single player in this file. Specifically, I click on a dialogue option and the game behaves as though I'm only voting for the option rather than choosing it. Spoilered screenshot below.
As it is, I'm stuck in this cutscene unable to complete it, which is a shame because I was looking forward to seeing the result of the encounter!
