I've now confirmed this trying several different ways, and in several different combats. If you use the Silence spell, it only works on the PCs. NPCs can still cast spells, still call for help, still use warcry, etc. However, any PC inside the area of effect can do none of these things as they are actually subject to the effects of the spell.
