We kill the Gnoles. And Rugan is all nice and thankful: Lucky you came along. Tell the guys at the bar I sent you..
However, I didn't get my payment nor did I have the option to ask for it (I had to option to rub him bline - I think).
I'm not sure if it's a bug or a very good sleazy characters design.
