So performance wise things have been pretty good in DX11, but noticed a lot more stutters and slowdowns today while playing, and when i checked my GPU usage was only around 40-60%. where as before the latest update it would be around 99%. Vulkan is still pretty crashy for me so i never tested. This could be a drive issue as well.

Anyone else seeing this?

I think Im the only person who has flawless Vulkan and not great DX11 haha. RTX 2080ti, 30 gigs ram, win10 x64.

Is your system running poorly, or it just has low GPU utilization? How hot is your card running? Im at 39°c

No system is good, like i said yesterday it was using 99% pre update. now GPU usage is very low.
