"Ambushing" problem:
As soon as i perform my sneak attack on a neutral target, they are not starting fight being "surprised". Instead, they're starting one-line conversation (which leads to battle, but without "surprised" status).
Why ambushing hostile target mades them surprised and ambushing neutral target (who's likely should be even more surprised) - is not?

Tactical retreat problem:
How do i withdraw from combat without killing all hostiles in the area? If they have no clue on my current position and not even trying to find me, shouldn't i be able to end combat phase?

Withdrawing usually deals with a sneak and walking to break the tether or a transition into another area. Just killing LOS doesnt stop them "knowing" - which is essentially "I saw them here literally 6 seconds ago, Im going to keep walking in this direction"

What is the problem you are solving? Does your proposed change solve the problem? Is your change feasible? What else will be affected by your change? Will your change impact revenue? Does your change align with the goals and strategies of the organizations (Larian, WotC)?

The thing is - i was hidden for five turns sneaking away from battle. All enemies were inactive, just standing and not even tried to investigate (but that's another issue).

Agreed. There needs to be some criteria for running away from battle. Maybe if all of your characters successfully spend a round hidden or get a certain distance away from the enemies. Something.

An encounter will end if you run far away. Not sure if you need to gain distance from enemies or the encounter location though.

There is not tip for this however. And it takes ages - I tested and it took 3 turns of straight running away with a rogue - run, dash, dash.

I would personally prefer a retreat button as in DOS games.
