Earlier at an undisclosed location, I encountered several singing Harpies. When I cast 'Silence' on them during the fight, it did NOT cut off their song, and several characters became enthralled. Even when the character was standing IN the silence zone themselves.

So I don't think Silence is working properly.

Agreed. I cast Silence on is still able to use it which to me doesn't make a ton of sense.

I had a gith fighter cast silence, move into the middle of the silence field and start casting spells at me with out any issues.
