Since you now have 5 of the council members, you will be able to successfully scry for the dwarf.
I take it you scryed for the lizard and went to that location? After talking to people there (Joram or Otho), return to the council hall and scry again.
Zandalor should have additional information after each scrying scene.

i got evrythin except the elven council member... pls tell me how to do?? i started tt firz and haf tt left...

talk to Bronthion in the elven village in the Dark Forest. he will tell you that someone has desecrated elven tombs. head south out of the village and you see some evil dwarves. follow them into an orc village and go into the cave in the north part of the orc village. what you need is down there. then return to Bronthion.

Doing that might also get you a cool elven boyfriend (i keep mine under a futon).

it also got me killed a few times!!
