Call me paranoid, today im in the goblin fort, on more than one occasion, I had a goblin surrounded, if he ran away he was going to get a couple attacks of opportunity. Then the DISENGAGE pops up, he runs away, I get zero attacks, he turns and then shoots at one of my guys?

So is disengage a get out of "attack of opportunity jail card ?"

DRAGON FIRE-AND DOOM Dragons? Splendid things, lad-so long as ye look upon them only in tapestries, or in the masks worn at revels, or from about three realms off...

Yes it is.

Per the 5e Monster Manual:
Goblins get "Nimble Escape. The goblin can take the Disengage or Hide action as a bonus action on each of its turns."
