Title says it all. In my playthrough Wyll has Armor of Agathys, Hex, and Arms of Hadar available as level 2 spell slots, but the only level 1 spell he can cast is find familiar. It's really odd. Is that a character creation choice or is this bugged to high hells?

Warlocks have a different spell system. Find familiar is a cantrip or some other bonus spell. It's not costing a spell slot (unlike wizards). I don't think it's upgradeable, unlike the regular wizard spells.

So is this right? Take a look at his spellbook.



Note how only Find familiar and Reapply Hex are in the book. Agathys, Hex, and Arms of Hadar, may only be used as 2nd level spells. He's only got 2 level 2 slots, and cantrips (reapply hex doesn't use a level 1 slot). Is this how it's supposed to work?

Yes this is correct. Warlocks automatically up-cast all their spells at the highest level available. Whenever you'd be able to cast 3rd level spells, all those would be pushed to level 3. It's part of the Warlock's mechanics (very few spell slots, fully up-casted, and getting them back on short rest). There are exceptions like spells that come from pacts that are a once-a-long-rest thing etc.
