When fighting the 2 minotaurs in the Underdark (which is a disproportionally difficult fight by the way), I noticed I could not hit either of them with Thunderwave or Cleave (the 2H weapon skill). When using the skills, I see the red outlines around the enemy and for Thunderwave the trajectory for the knockback, but simply nothing happens. No damage, no saving throw, no 'miss' animation, it's like I'm casting into thin air. I've tested this multiple times with the same result every time.

This might not be a problem and just is as intended, but im only referencing my own memory of only one encounter to them. Spoiler ahead which might answer your confusion about your experience:

One of the Minotaurs is wearing the "Amulet of the Unworthy"(Resistence to Slashing damage)
As you wrote you used Cleave with a Two-Hander i assume it was a Slashing Weapon like the Greatsowrds.
Thunderwave is another thought. As Minotaurs are big Creatures they have a lot of Weight. By that i mean they cant be toppled easily, because theay are to heavy and are like a rootet Tree, not easily staggered.
But im not sure about this Just a general thought which can provide an answer. Im not totally familiar with all 5e Rules.
Just common sense using.

The Minotaurs do seem to be bugged in general. When they die, they will stand back with their arms out in a kind of "Christ" pose. I've seen both Cleave and Thunderwave act like this with other opponents - I'm not able to replicate it, though, and it just seems to happen at random.

I believe this to be the reason, and the minotaurs not being bugged(the Bulette on the other hand ;P).

You can pull the minotaurs easily by throwing a torch into the fog, it's not super hard when you aggro with a tank-y character, and have your other party members rain death on them up.

This doesn't explain them taking 0 damage from Cleave (I believe that the game didn't even roll a cleave attack roll or damage but I might be misremembering...). It even more doesn't explain neither minotaur taking damage from Cleave.

Thunderwave not affecting them because they are big follows common sense. But it should then be reflected in their immunities when you examine them.
