Is it true the Two Weapon Fighting Style is useless?
I've read that off hand weapons are currently already doing what the Weapon Fighting Style is supposed to gain you.
Yes, currently the ability modifier gets added to the off-hand damage even without having the fighting style which is a bug.
Also, in a perfect D&D world, would Two-Weapon Fighting Style & Dual Wielder Feat compliment one another?
I'm not a great number cruncher but appears a Ranger with both would be advantages.
That depends on what you want to achieve. The Dual Wielder feat allows you to wield non-light weapons in either or even both hands, e.g. two longswords (or in my case a longsword and a shortsword for RP reasons). The second thing is the +1 AC when you're dual wielding. For a STR focused ranger it's certainly useful, as you're unlikely to wear light armor and use your bow much.
If/when Larian fixes the bug with off-hand damage, they compliment eachother well (it's the way I built my ranger in PnP as I dislike using ranged weapons
