Just what the title says. If it matters what was going on when it happened, we were following the goblin we rescued from the Druid grove through the goblin camp and had just entered the goblin temple when this check occurred. The game got stuck on this screen, I could not click on "Roll" or dismiss it and had to reload the game. Also note it says target is 19 when hovering over but the screen says 18. Not sure if that's a bug too.

I found that this happens to me when I click into a conversation with someone other than my main character, but the convo insists on using my main.

Had this to with Wyll talking at burning inn, while main wanted to do the STR check.
