Maybe the spell itself works differently, but in my playthrough with a ranger who summons the giant spider, the targeting behavior of its web ability needs to allow targeting of an area, not forcing me to center it on an enemy. Often enemies are spaced such that I can only hit one of them if it's centered on an individual but could easily get 2 or 3 if I could target the ground between them.
