I feel what was done with spells was a very good thing - in the click, and choose the level.
I would actually suggest hiding all the spells into ONE menu- a spell book on the hot bar- making it similar to the how it works for choosing the level of the spell.
Click the spell book, and it has tabs, 0 through 9.
Click the 1, it shows all the level 1 spells, and only the level 1 spells that are memorized and usable.
Click the 2, shows all the level 2 spells, or spells that take level 2 slots.
etc etc.
Choose the one you want, click, target, click, move on.

Or simply allow casting from spellbook. So everyone can be happy. Either all the time while in combat, or even better while semi-opened just for one character ... why is that button there anyway, if all we can do with spellbook is drag spells to our hotbar? (And they are draging there themselves, even if we dont want them there and have that option turned off.) O_o

They should just look at Solasta, again.
You click a spell, that opens a small popup upon this icons with 1/2/3/4/5 and the player just click the level of its choice. Easy, clean, better.
Or at least the actual "popup" should adapt to the number of levels you can choose. It's absolutely terrible to open a 18 slots window if most of them are empty. 2 levels available for a specific spell = 2 slots "popup". 3 levels = 3 slots ...
That's another clean possibility but I'm not sure it's possible to have something easy to read and understand with the awfull MMORPG hotbar. Maybe if the available level slots opens verticaly upon the hotbar icon.
The problem with your suggestion OP is that every spells don't have more levels and some spells are only available at a defined level. If spells are sorted in level tabs it's gonna be very hard to find what we want and we'll have to click more than once to find THE spell.

This is what makes me think it’s just a temporary fix. We’re only going to get to level 5 or 6 spells in this game, and 5E maxes out at level 9 slots.

Choose the one you want, click, target, click, move on. I enjoy having everything at a glance via the hotbar style. Having to flip through pages would be terribly disruptive and would break the flow in the general overview of information for me. I'm not saying what's in the game right now is great, but I prefer it far more to fiddling with tabs and then having to recall specifics between those tabs.
I don't want to fall to bits 'cos of excess existential thought.
