I don't know if it have been reported before but currently long rest ability items such as those granting a cast of "Speak with Dead", "Detect Thoughts" or "Bless" has a cooldown associated with each character.

That means I can equip it on another character once I used the active and use it again.

I doubt this is intentional but more an oversight. Else it might make these magic items much more powerful than intended.
