In the completely burning room in Waukeen's Rest, the chest is broken. Astarion can unlock it, but it cannot be opened. You can run behind it and it appears to disappear until the camera moves back, but it will not open. I even pulled it out of the flames - something impossible without cheating - and it still would not open and when I tried to drag it down the stairs one of my moves sent it tumbling through the wall.

I ran in the building straight to that room, opened door, which starts the conflagration and then ran thru flames and right clicked on both chests 'pick up" and then ran next door and rescued trapped guy. Dropped chests in courtyard and had Astarion open them. Took a lot of damage for an empty chest and one with 7 gold.

well, it wasn't until my last playthrough that I realized that that chest was in the same building - I kept approaching it from the side because I looted what was unblocked instead of what was blocked - so I jumped in from the wing, grabbed the document, saved the guy, and jumped back out.

There is a document - I think it was about an interrogation - sitting on the table the guy who is trapped is in, not far from him.
