When wife and I entered the area where we could free Halsin, we were out of spell points etc.

So we stood on the stairs watching the enemy's pattern.
Decided to go to camp for a rest.
When we got back from the camp everybody in the area were dead and Halsin was gone.
But the journal hadn't updated.

So we had to go back to a previous save and work our way back to Halsin - without going to camp.
I'm happy to announce that our reworked strategy prevailed.

Not sure it is an actual bug.
Probably because you had gone to far in to do the observations.
Some events in Act 1 only require proximity to trigger/play out.
Example: The dying True Soul Dwarf and his two little minions will trigger if you go into view of them, and say, then back out and go somewhere else, long rest, etc.
Test it by going into view of the True Soul Dwarf and his two minions and then back out. In a short amount of time, you will actually see the two minions run off and the True Soul Dwarf dies.
I am thinking that this is what occurred with you and your observations and Halsin. He triggered and his role played out.

Nothing triggered.

We tried pockpicketing the dude in the anteroom first before we even got to the stairs.
Then went to camp. Came back. Went to see Halsin's "friends". Dead. Him gone.
