Open your journal and hit the middle icon for dialogue between the quest and tutorial icons. It shows the day and time of each npc you talk to through out the day. The weird part is that resting doesn't actually advance the day at all. If you talk to an npc then hit end day and sleep and immediately talk to another npc as soon as you warp back to where you were you'll see the dialogue shows that only minutes have passed and it is still the same day as before.

So, yes. Time somewhat exists (even outside combat, where rounds exist) and the game keeps track of it. But time is currently broken and non-sensical. Having the current day+time displayed somewhere won't make much sense until Larian gets round to fixing time.

You are correct. For all real intents and purposes time doesn't really exist/matter. It was even pointed out in that other thread on the subject that what I initially though were "timered" encounters aren't even based on the passage of time but rather simply de-spawning the encounter without completing it.

Highly doubt that Larian will implement anything that is not directly related to their own game.
