I found Kagha's secret chest last night. I stole the key, didn't work. I tried lockpicking, but it's literally impossible. Can't pick up the chest. Whatever, I suppose that's by design for some reason. I assume it will get sorted out later. The problem came when I destroyed the chest, and the contents spilled out. The book was on the ground like normal, but the note was stuck under the ground. The only reason I knew it was there was because I hit the alt key and could see its label.
