So 5e has space for items and spell crafting with a lot of flexibility left to the DM. How to address this with an AI? A points-based system for effects, etc.? Include the function at all? Is this a guild function? A cult function? Does a player need additional NPCs to craft these types of items? How would one ensure that they not break the game? Will this only be an end-game function?

Did Larian say that BG3 was going to implement this anywhere? Because if they did not, I'm going to assume that they have their plates full with just getting the existing things to balance properly, and there will be no such features.

Yeah, they did not. It is however something that can be a semi-major part of high-level games so I wouldn't put it past them implementing it or maybe adding it post-launch.

This could be a cool system. It would allow DMs to craft their own unique magic items and/or let the players do so.

However, this honestly sounds like an incredible amount of work to implement, especially since the DM mode is looking unlikely. So such a system would only be relevant during the main game playthrough. Personally I think it would be much better if Larian had a set amount of craftable things (similar to what is already in EA with the tree bark) rather than trying to create a free-form system where players can create any magical item/spell they can think of.

Some RPGs have it as essentially what you say. Of course Bethesda has their system for crafting weapons and armor but maybe there are some out there for spells....
Anyway, if Larian were to consider this at all, encourage them to make it story-driven and extremely difficult which is, I think, how Gygax envisioned it back in the day. I mean everyone wants to forge The One True Ring, right?

I really doubt this is gonna make it into full release, and likely not even afterwards. Larian never mentioned anything even close to that. It's probably more likely that a modder will see to it at some point.
